New rules for labeling of cosmetics

The European (EU) Commission is expected to publish an amendment to ANNEX III to the EU Cosmetic Regulation No. 1223/2009, which will require the labeling of 62 additional fragrance allergens in addition to the existing 26. This means that products currently produced and already on the market will require a change of labeling after the transition period is completed.


The transition periods for manufacturers of cosmetic products are expected to be:

- 3 years for new products (est. 2025)

- 5 years for existing products in the market (est. 2027)
